fix(query-builder): keep gap before remove icon for unary condition chips - 21.2.x (#17760)

Chips whose condition takes no value (True, Today, Not Null, ...) rendered
the condition text flush against the remove icon, because the chip hides its
empty content area together with the padding that used to separate them.
Mark the condition prefix with a `--unary` modifier and give it end padding,
so every chip keeps the same gap before the icon.
