fix: add timeout to host command execution

ovs-vsctl can hang indefinitely on internal OVS issues, blocking the
reconcile loop. Bound Exec.Execute with a 30s timeout and kill the whole
process group on expiry so the sh child does not keep the output pipe open.
Timeouts return an error wrapping exec.ErrTimeout.

In createXPlaneBridges, previously log-only failures (uplink and patch
port creation) now return the error on timeout so the reconcile marks the
SpectrumXRailPoolConfig node status as Failed. Other failures keep their
existing behavior.
