chore: update PR template to reduce manual editing (#847)

## What
Improves the PR template by rewording the checkboxes so authors still
consider each point, but can tick every box without editing the list in
almost all cases.

## Why
Kept finding myself either editing the checklist below on many PRs or
not checking the first box at all. Both bothered me.

## Notes for reviewers
If we cannot agree on the change easily, we can also skip it and use
what we have. :)
