CSE environment view: Program references arrow filter (#4438)

* feat(cse-machine): Program references arrow filter for the environment view lent to plugins

Off by default. While on, the view reports a resolver of where objects and
frames are drawn (onAnchors), so a plugin such as the e-stepper can draw
arrows into the diagram from its own program pane.

* fix(cse-machine): keep an empty frame that holds a dead function or array

A bindingless frame was pruned as soon as the function homed in it became
unreachable, so the frame and the (greyed-out) function vanished, e.g. the
program frame after `lambda x: x` finishes. Such a frame is now kept; Clear
Dead Frames still removes it.

* fix(cse-machine): anchor program references at the function's circle centre, and not at what Clear Dead Frames hides

Addresses review of #4438: FnValue.y() is already the centre of its circles
(arrays' y() is their top edge), and a dead object that Clear Dead Frames
hides is not drawn, so it has no anchor.
