[CLEANUP] Ignore PHPStan 'Safe' warnings in main code (#1672)

The 'Safe' package will no longer be used as a dependency of the released
package, but will still be a development dependency for the unit tests.

Thus we want to keep `thecodingmachine/phpstan-safe-rule` to pick up any lack
of 'Safe' functions being employed in the unit tests, but don't want it
reporting likewise for the main code.

Part of #1660.
