Add IPv6 ND stale recovery test scenarios to RT-5.8 specification

Enhance the RT-5.8 (IPv6 Link Local) test specification to cover IPv6
Neighbor Discovery stale state recovery (RFC 4861) to prevent switches
from becoming intermittently unreachable.

This adds:
- Subtest #5: Verification of the REACHABLE to STALE transition upon
  ReachableTime expiry, with a static ATE gateway MAC so the ATE sends
  no Neighbor Solicitations while its interface stays up.
- Subtest #6: Verification that traffic directed to STALE neighbors is
  forwarded without loss using cached link-layer addresses.
- Subtest #7: Verification of the STALE to REACHABLE transition
  (DELAY/PROBE, unicast NS probe, solicited NA) without traffic loss.
- Subtest #8: Verification that an unsolicited Neighbor Advertisement
  with the Override flag updates the cached link-layer address without
  confirming reachability, and DUT control plane stability under
  line-rate traffic.
- Canonical OC configuration snippet and OpenConfig coverage paths for
  subinterface indexing and neighbor state telemetry.
