Prepare draft releases before publishing to PyPI (#1412)

Manually prepare a stable release from its release branch and pin every job to the selected commit. Check both package versions against PyPI, report the latest version on the release line, build and smoke-install the distributions, and create a draft GitHub Release from the matching NEWS entry before maintainer approval.

After approval, publish both packages, verify their exact filenames and SHA-256 digests on PyPI, and publish the draft. Confirmed empty failed uploads clean up only unchanged run-owned resources; partial or uncertain publication preserves recovery state. A separate reconciliation/finalization job permits GitHub-only retries and keeps GitHub write permissions out of the uploader. Document the operator flow and recovery, including the maintainer-accepted race between pre-delete checks and GitHub deletion.

Validation: 79 release tests; 9308 tests passed, 362 skipped; 100% statement coverage including the release helper; Ruff, pyrefly, actionlint; both package builds, Twine/license checks, isolated wheel installation, and read-only PyPI preparation. Live publication was not performed.
