CSE snapshots: an unassigned binding is a variable unless it is constant (#4434)

A binding the snapshot marks as unassigned was drawn with js-slang's
uninitialized-const sentinel, which Frame.tsx also takes to mark a
constant: Python's locals not yet assigned were drawn as `n:=`. They are
now drawn as `n:`; a binding is constant only if the snapshot says so.
