fix(address-space): members of a node under another namespace keep the ModelCompiler's names

2.187.0 named a node's members after the name the node was registered
under, to pass a disambiguated `X__2` on to them. A node hanging from
another namespace is registered with that foreign chain in front
(`OPCBinary_TypeDictionary`, `Server_Namespaces_<uri>`,
`Server_ServerCapabilities_RoleSet_<role>`), so its members became
`OPCBinary_TypeDictionary_NamespaceUri` instead of the ModelCompiler's
`TypeDictionary_NamespaceUri`: a companion spec's NodeIds.csv no longer
gave them their ids. The registered name now passes on only when it is
not the node's own chain with a foreign prefix.
