e-stepper: fill the height down to the bottom of the browser window (#144)

The side-content area does not give the tab a height to fill, so height: 100%
left it at its 600px minimum, cutting the program and the environment off
well above the window's bottom. Like the CSE Machine tab, the tab now takes
the height from its top to the window's bottom (at least 400px), worked out
again on resizing and when it comes into view.
