feat(theming)!: port theming to v10 (#2156)

BREAKING CHANGE: the deprecated `getColorV8` utility is removed, along
with the internal `palette/v8` module (its only consumer) and the v8
`hue`/`shade`/`spacerHue`/`spacerShade` fallback parameters of
`getFocusBoxShadow` and `focusStyles`. Use `getColor` and the
`color`/`spacerColor` parameters instead.
