e-stepper: frame colours and frame hover, in the host's diagram too (#137)

* e-stepper: frame colours and frame hover, in the host's diagram too

CseDiagramViewProps takes frameColors (a frame's box takes its colour; the
active frame keeps its colour with a wider outline) and hoveredFrame /
onHoverFrame. The e-stepper passes its environment colours, and hovering a
frame label in the program highlights the frame in the diagram and vice
versa; its own diagram supports frame hover as well.

Without a fill, Konva hit-tested only a frame's outline and contents, so
entering its empty interior did not report the frame (Codex review on #137).
