feat: an application can sign its tablets in with its own Google client (#6)

Register's tablets saw Link's Google consent screen, because Fellowship had
one Google client for every sign-in. An application now carries an optional
Google client of its own (Details > Google sign-in client). FreedomAudience
implements Fellowship's BringsOwnClient and hands it over for that
application's sign-ins.

The secret is write-only and encrypted under its own key domain
(freedom-oauth-clients). Clearing the id, or a secret that will not decrypt,
falls back to Fellowship's client. Schema 2 adds google_client_id and
google_client_secret to freedom_applications. Needs Fellowship 2.8.0, which
the boot guard now checks for.
