ci: split the release into tag, release and tag_and_release (#38)

Follow the layout of mpyw/suve and mpyw/sea-query-common-like:

- tag.yml pushes the tag, and succeeds again when it is already on the
  same commit.
- release.yml rehearses the publish, publishes to npm, and creates the
  GitHub Release last. A retry skips whatever is already done.
- tag_and_release.yml runs both.

The publish runs in environment `release`. Each entry point takes
check_only, which checks npm trusted publishing with
mpyw/npm-oidc-check-action and publishes nothing.

Actions are pinned to SHAs.
