fix: Handle empty groups correctly

An empty group in partition data was having an exception count and
alignment padding read from its stream of zeroes, leaving it four bytes
short. Return the zeroes directly as empty groups have no exceptions or
packing.

An empty group at the end of a raw data region always produced a full
chunk of zeroes even if the region ended part way through the chunk,
overrunning the region. Limit each group to the remainder of the region.
