Pull #108

chore: replace ESLint with oxlint and upgrade to TypeScript 7

typescript-eslint and tsup's `dts` both need the TypeScript JS API,
which TypeScript 7 no longer ships.

- Lint with oxlint. `.oxlintrc.json` is generated by `@oxlint/migrate`
from the previous config (js + typescript-eslint recommended).
- Build JS with tsup and type declarations with `tsc -p tsconfig.build.json`.
- Add `.js` to relative imports so the per-file declarations resolve
  under `node16`/`nodenext`.
