commands/utils: accept VINs from outside North America

The VIN validator required F or L in position 2 and verified the ISO
3779 check digit on every VIN. Ford vehicles built elsewhere (for
example Thai-built models sold in Australia, prefix MN) failed both
rules. Position 2 is no longer restricted, and the check digit is
verified only when the first character is 1 to 5 (North America),
where it is mandatory.
