feat: Prototype self-hosted release pipeline and markdown section extraction (#195)

### Added

- Self-hosted releases: `gha-rust-release.oxfile` cuts this project's own releases (version gate, workspace publish, tag, GitHub release with prebuilt Linux, macOS, and Windows binaries) run from a thin `release` workflow, so the release pipeline dogfoods the DSL it ships. Dispatch is manual only, with a typed version confirmation plus a default-dry-run flag and a required-reviewer environment guarding against accidental publishes. The workflow is also callable from other repos (`workflow_call`) with their own binary name and pipeline pin, so the fleet reuses one pipeline source.
- `MARKDOWN::SECTION($md, $needle)` (pure): extract the section under the first heading whose text starts with `needle`, through the real markdown parser (fenced code never matches). The release script uses it to slice CHANGELOG notes with no shell text processing.
- Opt-in `markdown` feature for the CLI runner (`--features markdown`), registering the `MARKDOWN` helpers without changing default or minimal builds.
