Derive the resolution to forecast an instantaneous sensor at, when none is given

An instantaneous sensor used to need a resolution in the parameters.
Without one, it is now taken from the sensor's frequency attribute,
or else inferred from the sensor's data (the most common duration between its readings in the 30 days before the predictions start, snapped to whole minutes),
or else one hour.
The derived resolution is the one passed on, so it is also the one recorded with the forecasting jobs.

Whether max-forecast-horizon and forecast-frequency are multiples of the resolution is now checked once it is resolved,
and for a derived resolution the error says where it came from, and that setting resolution chooses another.
