test: make Guardian available to the suite and PHPStan (#4)

Fellowship is moving its OAuth sign-in onto the Guardian library, which
it ships in its own vendor/. Freedom's tests build Fellowship's
IdentityBroker from the sibling checkout's src/, and PHPStan scans it, so
both will need Guardian's classes the moment Fellowship's main refers to
them. Without this, Freedom's CI goes red on the merge.

Guardian comes from Freedom's own vendor/, as a require-dev at the same
major Fellowship requires, rather than from Fellowship's vendor/: locally
that is a full dev install, and its prepended autoloader would shadow this
suite's PHPUnit and Pest. The release build installs --no-dev, so nothing
shipped changes.
