add cache mount to dev Dockerfile for Go modules (#6863)

When building a docker image using the Dockerfile at the repo root, just
about any change will cause the 'make build-go' step to download all of
the Go dependencies anew.

Instead, let's add a cache mount for the /go/pkg/mod directory so that
repeated docker builds can share already-downloaded dependencies. (See
https://docs.docker.com/build/cache/optimize/#use-cache-mounts for more
information about this docker build feature.)

Note that this Dockerfile is not used for release builds; there are
separate Dockerfiles in the .github/ directory for release image builds.
