feat: shared OAuth sign-in library for Fellowship and Reach

The four providers (Google, Microsoft, Facebook, Apple), the RS256 ID-token
verifier with the JWKS refresh floor, single-use sign-in state, the provider
registry, the CredentialStore contract, and the provider-credentials section
for a consumer's own settings page.

Merged from the two copies Fellowship and Reach each carried, which had
drifted: the refresh floor existed only in Reach until fellowship#38.
