chore: ignore TypeScript major updates until typescript-eslint supports v7 (#414)

Dependabot's tooling group PR (#395) fails `npm ci --strict-peer-deps`
because `@typescript-eslint/typescript-estree@8.70.1` requires
`typescript <6.1.0`. Ignore TypeScript major bumps so the rest of the
group can be updated. Remove once typescript-eslint supports TS 7.
