Add guide for using the SBD eigensolver (#367)

* Add guide for using the SBD eigensolver

Adds docs/guides/integrate_sbd.ipynb, which follows the same N2 workload as
the Dice and Fulqrum guides. Because sbd.sbd_solver.solve_sci_batch already
matches the sci_solver interface, the guide binds its options with
functools.partial rather than defining a wrapper.

Adds an "sbd" optional dependency, alongside the existing "fulqrum" one, and
pulls it into notebook-dependencies so the guide is exercised by
`tox -e notebook` in CI. sbd-eigensolver ships no wheels and compiles against
the local MPI and BLAS, so the workflows now install those: OpenMPI/OpenBLAS
via apt on Linux and via brew on macOS. The development-versions workflow
builds sbd-eigensolver from a git clone and pins the resulting wheel.

Also corrects a stale how_tos/ URL in the fulqrum release note.

* Use anonymous hyperlink targets in release notes

Both the fulqrum and sbd release notes used the link text "guide" with a
single trailing underscore, which makes each a named target. Rendering them
in the same document, as the release notes page does, produced a duplicate
explicit target name warning -- fatal under sphinx-build -W.

Two underscores make the references anonymous, so the shared link text no
longer collides.

* Set fail-fast: false on the test matrices

A single failing matrix cell cancels its siblings by default, so one
platform-specific break hides the state of every other cell. The macOS
failure on this branch cancelled the ubuntu 3.14 job mid-run in both the
latest-version and development-version workflows, which then reported as
failures despite never finishing.

Only the multi-cell matrices need this; test_minimum_versions.yml has a
single cell, where fail-fast has no effect.
