## What do these changes do?

Bumps the version to 7.1.0 and builds the changelog with towncrier. The
generated section was then reorganized by hand: the 60 or so internal
refactor entries are folded into a handful of themed ones, related fixes
and contributor entries are paired, performance entries that landed
under `misc` are moved to Features, two user-visible `misc` entries
(#1677, #1744) are moved to Bug fixes, and a few fragments are rewritten
in the past tense. A short summary of behaviour changes, robustness
fixes and memory savings heads the section. The set of referenced issues
is unchanged.

## Are there changes in behavior for the user?

No, beyond what the changelog describes.

## Is it a substantial burden for the maintainers to support this?

No.
