style: apply php-cs-fixer 3.95.27 and rector 2.7 fixes (#591)

Newer tool releases flag code that develop's last CI run (Aug 2026)
passed: isset/null guards become ??=, a null ternary becomes ?->, and
one array alignment space is removed. No behaviour change.
