test(cli): tighten two --error_format goldens to assert real content

The sarif golden asserted only the `$schema` line, which is present in
any SARIF document including one with no results at all -- so the suite
passed even if the runtime emitted zero diagnostics. Assert `ruleId`
instead, which is only emitted when a diagnostic result is actually
produced.

The pretty golden asserted `error[E2L23]: CompileError`, which is just
the default diagnostic a broken file produces with or without the flag.
Assert the rendered message instead.

Both replacements are still absent from the other formats' output, so the
discriminating profile of the five suites is unchanged.
