test(cli): add e2e coverage for --error_format; use Merge consistently

The --error_format flag had no e2e coverage at all. Add one suite per
diagnostic format (pretty, short, arcanist, sarif) plus one for an
invalid value, each asserting the format-specific marker on stderr.

Also make CompileOptionFromCli apply the flag through
opts.Merge(kcl.WithErrorFormat(...)) like every neighbouring option,
instead of assigning ExecProgramArgs.ErrorFormat directly. The two are
equivalent -- kcl.WithErrorFormat sets Option.ErrorFormat and Merge
copies it to ExecProgramArgs.ErrorFormat -- so this is a consistency
change with no behaviour difference.

Bump VERSION to 0.13.1: it feeds -X pkg/version.version in the release
ldflags and takes precedence over the build-info constant, so leaving it
at 0.13.0 made `make build` produce a binary that still reported 0.13.0.
