mergify: remove Mergify

The queue merges on `check-success=buildbot/nix-eval`. CI moved to
nixbot after that was written, so the check is never posted and nothing
has left the queue in about a year. Every pull request since was merged
by hand. GitHub's merge queue replaces it.

`.github/settings.yml` goes with it. The Settings app that applied it is
uninstalled, and two of its branch-protection settings existed only to
let Mergify merge: `required_linear_history: false` and pushes
restricted to the mergify app.
