settings: stop declaring branch protection

Two of the three settings in this block exist only to let Mergify merge:
`required_linear_history: false` says so in its own comment, and
`restrictions` lists the mergify app as the one thing allowed to push to
main. The third, `required_status_checks`, declares an empty list of
contexts, so applying the file today would leave main with no required
checks at all.

The Settings app syncs this file when the file changes, not
continuously, and `main` on GitHub does not look like this. Leaving a
dormant declaration here means the next edit, for any unrelated reason,
quietly applies it. Branch protection and the merge queue belong in a
repository ruleset.
