[CHIA-4440] override list (#21478)

### Purpose:

extend unit test to ensure `replace_str_to_bytes()` supports lists (like
`PLOT_FILTER_V2_RELATIVE_HEIGHT`).

This ensures overrides works for the v2 plot filter adjustment heights:

> Adds unit tests for **`replace_str_to_bytes`** when overriding

(as loaded from `config.yaml` `network_overrides`). One test asserts the
override matches `ConsensusConstants.replace()` with `uint32` elements
and preserves the int values; the other asserts a list of the wrong
length raises **`ValueError`** with *expected a sequence of length 9*.
