Fix docs build on Windows (#42991)

* fix(docs): make site copy cross-platform

Running `npm run docs-build` on Windows fails after Astro finishes
because the build command relies on Unix `rm` and `cp` utilities.

Move the cleanup and recursive copy into a Node script so the docs build
uses the same filesystem operations on every supported platform.

Running the Astro cleanup task on Windows fails because it invokes the
Unix-only `rm` command.

Remove generated Astro directories with the Node.js filesystem API so
the task works consistently across supported platforms.
