chore(ci): bump renovate-config-validator pre-commit hook to v44.140.0 (#8850)

- `renovate.json` itself was already checked against the `renovate@44`
validator and passes cleanly (no removed config options, no global-only
keys, no shell-dependent `postUpgradeTasks`), so this PR is purely the
validator version bump.

**Do not merge before the production cutover completes** (after ~20:00
Israel time on 2026-10-08). The email noted a short window where
`--strict` pipelines can fail against config-migration PRs if bumped too
early relative to the server upgrade. Hold this PR until the maintenance
window email confirms completion, then merge.
