Commit Message

Move legacy Read the Docs sources under legacy/rtd (#1410)

Relocate the Sphinx sources, static assets, notebook and build files while
keeping active design notes under docs. Update RTD configuration, Nox
sessions, coverage, lint and type-check paths, Watchman and repository links.
Resolve the Sphinx import path relative to its relocated configuration.

Published documentation and banner-script URLs remain unchanged.
