snmp: Rewrite SNMP module for asyncio (#1112)

* Remove pin on pysnmp and pyasn1 packages

* Replace thola-snmpsim with modern snmpsim package

* snmp: Rework SNMPTwisted for asyncio

* snmp.rst: Update SNMP interface docs

* agents: Update SNMP agents to use SNMPInterface

* agents: Do not install event loop reactor on RTD

RTD uses an event loop during their builds and installing one on import crashes
the build.

* tests: Disable snmpsim interaction in set test

* agents: Protect asyncioreactor installation

pytest uses an event loop (possibly because we have pytest-twisted installed),
and simply importing the agent module causes an error if we don't guard against
this.
