fix: pass the gates to the norm function of compute_bounds positionally (#127)

`compute_bounds` bound the gates to its `norm_fn` with the keyword
argument `gates`, although its documented signature only specifies the
types of the two arguments. A custom `norm_fn` with a differently named
second parameter thus raised a `TypeError` for every error term. Since
the worker pool swallows the exceptions of its tasks, every error term
then silently kept the trivial bound of 2.0.

The gates are now passed positionally, as `norm_fn(pauli, gates)`. This
also stops rebinding `norm_fn` to a new, further nested `partial` for
every box of the circuit.
