fix: compute messagesTag from the latest modified message (#3550)

The safe info messagesTag sorted whatever first page the upstream served by default, so it depended on the upstream's default ordering and page size instead of asking for the latest modified message. Ask the tx-service for ordering=-modified with limit 1, and on the queue service, which cannot order messages by modification date, pick the latest modified message from a SAFE_QUEUE_SERVICE_MAX_LIMIT page.
