fix(config): mirror new Management API postgres settings (#7056)

**TL;DR**: develop's `supabase` type check fails since the Management
API sync in #7054 because the hand-kept project-config mirror lacks four
new `postgres_settings` keys. This adds them, and fixes the turbo cache
key that let the sync PR (and develop's merge-queue run) replay a cached
pass instead of type-checking.

## Why

On develop at 2286e8c22, an uncached `pnpm run types:check` in
`apps/cli` fails:

Develop's CI showed green only because turbo replayed a cached
`supabase:types:check` ("cache hit, replaying logs") on the #7054
merge-queue run. `types:check` had no `dependsOn`, so its hash covered
only the package's own files: a change confined to `packages/api` (or
`packages/config`) never invalidated a dependent's cached type check.
Any PR that touches `apps/cli` misses the cache and fails "Check code
quality" (e.g. #6934). Sync PRs are auto-merged, so the drift guard has
to fail on the sync PR itself.

## What changed

- `packages/config` mirror (`ProjectConfigApiAttributes`): add
`autovacuum_max_workers`, `autovacuum_work_mem`, `pg_net_batch_size` and
`pg_stat_statements_max` as unmapped `Schema.Unknown` fields. They
follow their API-only siblings (`log_*`, `checkpoint_timeout`,
`hot_standby_feedback`, `cron_log_statement`): no `[db.settings]` key,
