Migrate to Plone 6.2

Plone 6.2 buildout and GitHub Actions (Plone 4 dropped), src/ layout with a
pkgutil namespace. The skin layers become a browser layer: the login and
login_form views show the maintenance message when source_users is
deactivated, and the simplify CSS is a bundle with the Plone 4 expression.
The send-to captcha is not ported (collective.captcha was dropped).
