ci: restructure the GitHub workflows around reusable suites (#121)

The lint, docs and test workflows are now reusable (`workflow_call` only) and
are driven by two callers that own the triggers: `branch-protection.yml` for
pull requests and the merge queue, and `on-nightly.yml` for the daily run that
previously lived in the latest and development test workflows. Shared values
such as the supported Python versions, runner images and the current release
branch live in `config.yml`, so each of them is a single edit.

`branch-protection.yml` ends in a `Finalize` job that depends on every other
job, so the repository ruleset only needs to require that one check. Adding,
removing or renaming a CI job no longer needs a settings change.

The documentation build is split from its deployment: `docs.yml` only builds,
and `docs_deploy.yml` publishes the build of the current release branch to
GitHub Pages, as before.

The release workflow builds the distributions once and attaches them to the
GitHub release as well as uploading them to PyPI. It also accepts pre-release
tags, marking them as such, and no longer has a `workflow_dispatch` trigger,
through which a manual run from a branch would have published that branch to
PyPI.

Also:
- a `backport.yml` workflow copies labels and the milestone onto the backport
  pull requests opened by Mergify;
- the coverage and citation workflows gain concurrency settings and skip on
  forks;
- the test, lint, docs and coverage jobs cache pip downloads;
- Dependabot groups GitHub Actions updates into a single pull request;
- the workflows README describes the new layout.
