ci: ship Windows binaries for x86_64 and arm64, and build release binaries on pull requests

v0.8.0 shipped binaries for Linux and macOS only: publish.yaml's build
matrix had no Windows entry, though CI builds and tests oinkie on
Windows and build.yaml said the release ships Windows binaries.

The binary build moves into release-binaries.yaml, a reusable workflow,
and gains two entries, each on a runner of its own CPU: windows-latest
for x86_64-pc-windows-msvc and windows-11-arm for aarch64-pc-windows-msvc.
zigbuild does not target MSVC, so Windows builds with cargo build; built
natively, each binary is also checked to serve MCP. Windows archives are
zips, which Explorer opens; the rest stay tar.gz. Rust is set up by
dtolnay/rust-toolchain rather than assumed, since not every runner image
carries rustup.

publish.yaml calls it to build and upload to the release, as before.
release-binaries-check.yaml calls it to build without uploading, keeping
the archives as artifacts for a week, on pull requests that change the
workflows, verify_mcp.sh, Cargo.toml or Cargo.lock, and by hand. A broken
platform then shows on the pull request rather than after the tag.

verify_mcp.sh drops \r from jq's output, which on Windows can end lines
with \r\n and would stick to each tool name.

The install page lists the release archives, and v0.8.1's notes say what
it adds.
