clickhouse: skip DROP NOT NULL on array columns (#1094)

ClickHouse arrays cannot be Nullable. On a source DROP NOT NULL for
an array column, ETL sent MODIFY COLUMN ... Nullable(Array(...)),
which ClickHouse rejects. Recovery then sent the same DDL again, so
the table stayed stuck and replication stopped for every table until
a resync.

Do nothing for array columns. ETL already writes a NULL array as an
empty array, so the column needs no change.
