Localize measurement layer title and style rule names (#12939)

* Localize measurement layer title and style rule names

When measurements are added as a layer, the layer title and the style
rule names (e.g. "Geodesic measurement", "Start position") were
hardcoded in English. They are now resolved from the current locale.

- add measureComponent.measurementsLayerTitle and
  measureComponent.styleRules.* keys to all 17 translation files
- addAsLayerEpic reads the current messages and passes them to
  convertMeasuresToGeoJSON, which translates the rule names
- fall back to the English strings when a message is missing
- keep the layer's internal name ('measurements') unchanged
