chore(lint): clear staticcheck findings

- internal/core: use http.StatusMethodNotAllowed instead of the 405 literal (ST1013)
- pkg/handlers: simplify the Skipper predicate to a direct comparison (S1008)
- pkg/handlers: replace deprecated io/ioutil with io.ReadAll (SA1019)
- pkg/handlers: consume restoreStdout so stdout is restored instead of being
  left redirected to an unread pipe; this also clears the unused-function
  warning (U1000)
