fix: raise tokio's declared minimum to 1.53, the lowest it was checked to build at

Cargo.toml asked for tokio "1", so any 1.x satisfied it, but oinkie does
not build against tokio 1.0: rmcp's tokio-util needs mpsc's owned
permits, added to tokio since. Resolved with every direct dependency at
its declared minimum (cargo -Z direct-minimal-versions), the build fails
with tokio's floor at 1 and passes at 1.53, with nothing else raised.
tokio comes in only with the mcp feature, so library users are not
affected.

A correction to 55356f3: eight dependencies were updated, not nine.
uuid went to 1.27.0 and back to 1.26.1 once rust-version was declared,
since 1.27 needs Rust 1.89; the lock holds the same uuid as main.
