Share HtmlToHtml's filtering logic with RtfToHtml for encapsulated HTML

RtfToHtml.ConvertExtractedHtml was a hand-maintained copy of the
HtmlToHtml.Convert loop and had missed several of HtmlToHtml's
hardening fixes: dropping tags truncated by the end of the input,
treating self-closing raw-text tags (<style/>, <script/>) as open so
that SuppressInnerContent applies to their content, the element depth
limit, and data token reuse.

RtfToHtml now delegates to HtmlToHtml.ConvertHtml (with
OutputHtmlFragment, NoScriptHandling, MaxElementDepth and
HtmlTagCallback copied over), so future HtmlToHtml fixes apply to both
converters. Added RtfToHtml.MaxElementDepth (4096 by default) to
configure the element depth limit for the extracted HTML.
