fix(bootstrap): rotate the superuser secret in place and keep its rows

Boot rotated the secret by deleting the credential row and inserting it again with the same id, and deleted a fresh service user row when the first credential write failed. Rotation now updates the hash in place, and a failed first boot leaves the row for the next boot to reuse. Nothing in the bootstrap package deletes a row any more.
