Skip expensive CI on private repos (#21486)

* Skip expensive CI on private repos.

Public workflows keep the same runners and triggers. Private repos drop macOS Intel and Ubuntu ARM, use Blacksmith for macOS ARM, and skip syncs, drafts, the nightly schedule, and routine installer builds.

* Narrow private pre-commit and mypy to one Ubuntu job.

Public matrices stay the same. Private repos run pre-commit and mypy on Blacksmith Ubuntu with Python 3.12, and skip them for drafts and public-main syncs.

* Fix private CI skips caught by Bugbot.

Coverage allows the private macOS Intel and Ubuntu ARM skips. Pre-commit and mypy use a separate private job instead of reading the matrix from a job condition. Marking a draft ready starts those workflows.

* Skip the public ready-for-review CI run.

A public draft is already tested when it is opened. Marking it ready still starts private CI, and the public jobs stay skipped.

* Keep a public ready-for-review run from canceling CI.

A skipped ready_for_review workflow was sharing the pull request concurrency group, so marking a draft ready canceled the run already in progress. Private pre-commit now also requires the Chia-Network owner before it selects a Blacksmith runner.

* Run private CI on draft pull requests again.

Skipping drafts required a ready_for_review path that could cancel in-flight public CI. Drafts are a small part of the private bill, so they use the same pull_request behavior as public.

* Run public test platforms when the sync check is skipped.

The platform jobs kept GitHub's default success check, which is false when public-sync is skipped. That skipped every public test matrix. They now run when configure succeeds.

* Mark private-only CI jobs in their names.

Public pull requests skip these jobs, and the checks list now says so instead of repeating a public job name.

* Lead private-only job names with that phrase.
