Keep joined enqueues on the broker's tables

A fresh enqueue no longer deletes running rows, so an insert-only
application role can commit a job. join_transaction requires the
caller's spinach_queue_job and spinach_future_job to be the relations
the broker resolved. Startup also requires the position sequence
default and the idempotency now() default.
