OSGi bundles, per-module version, KvValidator, ping-not-queued fix; docs

- OSGi: core exports io.synadia.client.*, jetstream is a fragment of core,
  kv / os / service export their packages; OsgiBundleTests (Apache Felix).
- Version: each jar has io/synadia/jnats3/<project>-version.properties
  (fixes the wrong path Nats read); ApiUtils.loadVersion; Nats.CLIENT_VERSION
  and LIBRARY_VERSION on JetStream, KeyValue, ObjectStore, Service.
- KV-only validators and their tests moved from JsValidator to the kv
  package (KvValidator); MAX_HISTORY_PER_KEY moved to KeyValueUtils.
- sendPing / RTT: a PING that is not queued (discarded when the outgoing
  queue is full) no longer leaves its pong future in the queue, in classic
  and V3; queueOutgoing / queueInternalOutgoing return whether queued.
- Docs: JPMS decision, OSGi fix, kv/os/service API usage audit,
  protected access audit (decision: keep protected), PR 1636 review.
